Are there any policy experts who can engage in a nuanced discussion on the tension b/w the desire to desegregate neighborhoods in NYC so Blacks/Latinos have equal access to social services & how racial integration can lead to displacement, which undermines desegregation efforts?

I'm interested specifically in a NYC framework, since residential mobility is very limited due to land values/rent prices here and desirable neighborhoods can also be black and urban.

A simpler way to phrase: what if creating more deeply affordable housing, which is a dire need in NYC, entrenches residential segregation? What does this mean for black and Latino families in such an expensive city?
